Overall, the allocation of WIN001 is supported. However, MM089 unnecessarily restricts the development opportunity here and will further restrict development to the north if that is needed in the future (as anticipated). MM089 is counter-productive to deliver the housing requirement set out in the Plan and fails to properly reflect the Plan's settlement hierarchy or Winslow's capacity to accommodate growth going forward. Matters relating to the proposed layout (such as ecology buffer and areas of no development) should be left for consideration through the determination of a planning application.
Allocation WIN001 should be reinstated to deliver a larger number of homes (at least 585 as drafted previously); and reference to areas where there should be no development, and the ecological buffer to the north, should be removed.
