Representation Summary:

We welcome the Council's recognition that some of the categories of accommodation defined as C3 in the HEDNA have been found to be C2 uses in recent appeal decisions.
Furthermore, we note that MM158 appears to count the need for the Extra Care, Sheltered 'plus'/enhanced sheltered and Dementia categories against the need for C2 accommodation.
However in order to support (rather than obstruct) the delivery of such schemes, it is essential that AVDC does not predetermine the features and characteristics that would influence whether specific proposals fall into C2 or C3 uses.
