The remaining requirement figure of 800 C2 units needs to be justified.
For consistency with other Main Modifications, the word "houses" in MM162 should be changed to units.
MM162 states that "Some of the C2 requirement may be met by mixed C2 and C3 schemes." MM162 should be amended to clarify that only C2 accommodation will be counted towards the C2 requirement.
