Representation Summary:

I believe it is unsound to fail to replace policy RA.35. The reasons given are illogical.
Traffic problems in the area are increasing. Therefore safeguarding this route is very important. Until we know what the Oxford Cambridge Expressway plans are, then the responsible action is to at least safeguard this route at the minimum. When the situation is clearer the policy could of course be reviewed but only if RA.35 is replaced and not discarded as is presently proposed. A suitable replacement policy for RA.35 is essential particularly if Shenley Park is to go ahead.

Change suggested by respondent:

Make at least the equivalent policy commitment in the VALP as is present Saved Policy RA.35 from the Aylesbury Vale District Local Plan. Or better still strengthen the policy commitment to safeguarding this route. Review again if Oxford Cambridge expressway plans should provide an alternative solution to the local traffic issues i.e. the rat running between the A421 and the A4146.

A new Appendix F "Schedule of Saved Policies replaced by VALP" is added
which amongst other things includes removal of saved policy RA.35
"Safeguarded road corridor at Newton Longville" in the 2004 Local Plan
without any replacement with the commentary "Little/no possibility of
implementation in VALP no route identified or agreed/safeguarded -
uncertainty over Expressway route Policy Redundant." There has been no
consultation of this and indeed a safeguarded route has been required within
the Salden Chase application.
