MM214

Representation ID: 2778

Received: 17/12/2019

Respondent: AOTRA

Legally compliant? Yes

Sound? No

Representation Summary:

Policy T5 should be further amended to continue the "operational parking only" policy within Inner Aylesbury Relief Road and to reflect the recommendation SM3 of the Parking Strategy for Aylesbury Town Centre, paragraph 4.222 should be deleted, and the reference to parking strategy removed from Policy D7.

Change suggested by respondent:

Paragraph 4.222 should be deleted.
Add the words "replacement public" after the words "provision for" and delete the words "in accordance with the council's car parking strategy" in Policy D7.
Add the following to Policy T5:- "Inside the Aylesbury Inner Relief Road dedicated on-site parking provision associated with all development proposals should be restricted to that required for cars and other vehicles that are regularly and necessarily involved in the operation or land use. This will include collecting and delivering goods, the setting down of passengers, the storing or servicing of vehicles where this is an integral part of the operation or land use and parking by residents and their visitors. However, it excludes general customer and employee parking. Accordingly lower non-residential parking standards than those set out in Appendix B(Table 2) will normally be permitted."

MM189

Representation ID: 2779

Received: 17/12/2019

Respondent: AOTRA

Legally compliant? Yes

Sound? No

Representation Summary:

The proposed extension of Policy E6 (under the heading Development within Primary Shopping Area outside Primary and Secondary Frontages) is unjustified, unnecessary and likely to lead to confusion because of overlap with Policies D6, D7 and allocation D-AYL063.
Instead provision should be made in Policy D7 for the new frontages in the development of the Exchange Street car park to be primary frontages.

Change suggested by respondent:

Delete the proposed extension of Policy E6 (modification MM189). Add the following after the third sentence of Policy D7 "The main frontages within the Exchange Street car park redevelopment will be primary frontages".
Add the following at the end of Policy D8 "In considering proposals for the new retail development intended to serve the town as a whole or its wider catchment priority will be given to locations within the Primary Shopping Area followed by other town centre locations on the edge of the Primary Shopping Area".
