MM009

Representation ID: 3351

Received: 08/01/2020

Respondent: Amarillo Ltd & Scandale Ltd

Agent: Planning Prospects

Legally compliant? Not specified

Sound? No

Representation Summary:

The housing requirement figure has risen modestly, and the Council's allocations have also increased modestly as a result. However, the buffer that the Council say is built in to ensure delivery of its housing need over the Plan period is insufficient, particularly where delivery from strategic scale sites from a single settlement are heavily relied upon. Additional allocations should be identified to ensure that the Plan can meet the District's housing needs over the plan period.

Change suggested by respondent:

Additional allocations need to be identified, to spread the risk of relying heavily on strategic scale allocations around one settlement (Aylesbury).

MM008

Representation ID: 3356

Received: 08/01/2020

Respondent: Amarillo Ltd & Scandale Ltd

Agent: Planning Prospects

Legally compliant? Not specified

Sound? No

Representation Summary:

MM008 has reduced the council's commitment to deliver a New Settlement in the near future - saying that a New Settlement may be considered as part of any future Local Plan update. However, a New Settlement (or strategic scale development that is not just in Aylesbury) remains the most logical and effective way of addressing the Districts housing needs. The VALP should remain committed towards identifying, and ultimately delivering, a New Settlement now rather than considering it in the future when its housing needs have not been met.

Change suggested by respondent:

Reinstate identification of a New Settlement within the submitted VALP.

MM089

Representation ID: 3358

Received: 08/01/2020

Respondent: Amarillo Ltd & Scandale Ltd

Agent: Planning Prospects

Legally compliant? Not specified

Sound? No

Representation Summary:

Overall, the allocation of WIN001 is supported. However, MM089 unnecessarily restricts the development opportunity here and will further restrict development to the north if that is needed in the future (as anticipated). MM089 is counter-productive to deliver the housing requirement set out in the Plan and fails to properly reflect the Plan's settlement hierarchy or Winslow's capacity to accommodate growth going forward. Matters relating to the proposed layout (such as ecology buffer and areas of no development) should be left for consideration through the determination of a planning application.

Change suggested by respondent:

Allocation WIN001 should be reinstated to deliver a larger number of homes (at least 585 as drafted previously); and reference to areas where there should be no development, and the ecological buffer to the north, should be removed.

MM010

Representation ID: 3377

Received: 08/01/2020

Respondent: Amarillo Ltd & Scandale Ltd

Agent: Planning Prospects

Legally compliant? Not specified

Sound? No

Representation Summary:

The distribution of housing required throughout the District is unsuitable and unsustainable. There is a substantial over reliance on Aylesbury and less sustainable villages. In comparison, Winslow, a highly sustainable top-tier settlement, is not making a proportionate contribution. As a result, more housing development should be directed towards Winslow. Winslow's contribution should be increased further to reflect its anticipated East West rail station and the expected Ox-Cam Expressway also.

Change suggested by respondent:

Winslow's contribution to the District's housing needs should be substantially increased.
