This allocation is likely to have a visual impact upon the setting of Hartwell House. Whilst policy criterion (h) is supported as it requires a landscape-led approach to development, we consider that the impact on the setting of this Grade I listed building is not fully accounted for within policy wording contrary to national policy for heritage assets.

We also want the requirement for an Aylesbury Garden Town Masterplan Supplementary Planning Document to be reinstated (MM039 deletion) and adopted prior to any planning application being submitted to allow further dialogue and input from key stakeholders into the design process, particularly as detailed hydraulic modelling is still required, the residual flood risk is unknown and any scheme will involve flood alleviation through diversion measures. Stakeholders need to understand the full impacts of such measures on the surrounding area.

We therefore require criterion (a) to be amended to 'Provision of at least 130 dwellings at a density that takes account of the adjacent settlement character and identity and protects the setting of Stowe Park and Gardens'.
