RAF Halton was identified for closure on 6th
September 2016 as part of the Ministry of Defence (‘MOD’) and DIO ‘A Better Defence Estate’ programme.
In February 2019, MOD provided an update to Parliament on its progress to modernise its estate to meet future military capability requirements. The update provided clarity for the next five years of activity with details on the status of 33 sites.
The Defence Estate Optimisation Portfolio delivering this work is an ambitious 25-year portfolio of construction activity, unit and personnel moves, and site disposals that will deliver a better structured, more economical estate that more effectively supports military capability. In total, Defence will invest £4billion over the coming years, and has already released 12 sites as surplus to requirements.
As part of the February 2019 announcement in parliament, the disposal date for RAF Halton was updated to indicate that RAF Halton will commence a phased drawdown and closure beginning in 2022, with a final vacation and disposal by 2025.
The above update on the Defence Estate Optimisation Portfolio became available after the proposed submission version of the VALP was first published. Whilst the proposed Main Modification (2019) Consultation sought to update the disposal date, the representations submitted by various parties at the Main Modification stage demonstrated continued confusion
surrounding the disposal date. This representation seeks to provide clarity on the phased vacation strategy.

A – Housing Trajectory. Both FMM026 and Appendix A remain consistent with the housing trajectory in the signed Site Delivery Statement (‘SDS’) for D-HAL003 RAF Halton between AVDC and DIO dated July 2018.
Overall, we are supportive of the Further Main Modification Documents being consulted on by the Council. We trust that the above representation provides the necessary clarification on the phased drawdown and site closure disposal position for RAF Halton. DIO and their Consultant Team are committed to working collaboratively with the Council on the draft
Masterplan Supplementary Planning Document (‘SPD’) for RAF Halton to ensure that the site is delivered in accordance with the SDS.
